SEA-EU-NET 2 – EU-ASEAN S&T cooperation to jointly tackle societal challenges

“SEA-EU-NET 2” is the second project that has been set up to expand scientific collaboration between Europe and Southeast Asia (SEA) in a more strategic and coherent manner. The four-year long project was launched in October 2012, involves 21 institutions from the two regions and is coordinated by the Project Management Agency at the German Aerospace Center (DLR). SEA-EU-NET 2 is deepening collaboration by:  

• Continuing and intensifying the bi-regional dialogue between EU and ASEAN S&T policy makers on Senior Officials level as well as creating an annual exchange forum for researchers, innovation stakeholders, policy makers and private business to improve EU-SEA cooperation and exchange through the series of the ASEAN-EU Science, Technology and Innovation Days

ASEAN-EU Science, Technology and Innovation Days 2014 (STI Days 2014 – www.stidays.net); The STI Days 2014 took place in January 2014 in Bangkok, Thailand. It was supported and organised by the National Science and Technology Development Agency Thailand (NSTDA) and welcomed more than 550 participants from both regions, serving as the event for the launch of Horizon 2020 in Southeast Asia, hosting twelve scientific workshop from various thematic areas, informing researchers from Southeast Asia on mobility programmes in Europe and providing space for more than 25 exhibitors to present their innovative products or research institutions to the professional audience.

The next STI Days will take place from March 17-19 2015 in Paris and will be organized by CNRS - www.stidays.net

• Jointly tackling societal challenges in the fields of Health, Food Security and Safety, Metrology as well as Water Management with relevance to both regions by organising events, providing fellowships for SEA researchers and conducting studies on future collaboration potentials

SEA-EU-NET initiated a dialogue on a common bi- regional funding scheme to enhance cooperation between these two thriving regions by inviting representatives from European and Southeast Asian funding agencies as well as from the ASEAN Secretariat and the European Commission.

SEA-EU-NET established an analysis of the current state of play in the fields of Health, Food Security & Safety and Water Management to identify gaps, synergies and potential in the bi-regional cooperation (http://www.sea-eu.net/object/document/119). Various scientific workshops and brokerage events have been organised in the three thematic fields – from Antimicrobial Resistance, Infectious Diseases and improved TB vaccines over Climate Change and Water related issues to the importance of small Farms in the global economy.

• Informing the Southeast Asian research community on the Horizon 2020 programme as well as increasing the level of Southeast Asian participation in Horizon 2020

SEA-EU-NET informed Southeast Asian researchers on their possibilities to participate in the Horizon 2020 programme by conducting trainings, disseminating information, providing possibilities for networking. Infodays have been organised in Phnom Penh, Bangkok, Da Nang abd Singapore. A meeting for Alumni organisations was also organised in Vietnam. SEA-EU-NET also offered a support scheme for individuals to help applying for an European Resarch Council Starting Grant in 2015 and actively support cooperation in Metrology research between Europe and Southeast Asia.

• Completing detailed analytical work on the current state of EU-SEA S&T relations and innovation potentials and developing recommendations on how to strengthen the relationship and feeding these into the official dialogue process

SEA-EU-NET carried out a Fact Finding Mission to conduct a qualitative analysis on the Innovation Systems in the Southeast Asian countries, filling the gathered information with quantitative data from desk research to achieve creating an in-depth study. The report was published under the title: Spotlight on: Stimulating Innovation in Southeast Asia. Workshops on specialized topics relevant for S&T cooperation in both regions like Intellectual Property Rights (IPR), Material Transfer Agreements (MTA) and public procurement were also organised.

• Extending the dialogue on EU-SEA S&T cooperation to include a wide range of stakeholders by connecting to already existing networks and dialogues

SEA-EU-NET maintains and updates two homepages (www.sea-eu.net / www.stidays.net) permanently, shares information via Facebook (www.facebook.com/seaeunet) and Twitter (www.twitter.com/SEAEUNET) and enables you to link with other colleagues via its Research Gate page (http://www.researchgate.net/profile/Sea_Eu-Net).

 

Predecessor Project: SEA-EU-NET – Facilitating the bi-regional EU-ASEAN Science and Technology Dialogue

The “SEA-EU-NET” project has been set up to expand scientific collaboration between Europe and Southeast Asia in a more strategic and coherent manner. The project was launched in January 2008 and involves 21 institutions from the two regions. The SEA-EU-NET project increases the quality, quantity, profile and impact of bi-regional Science and Technology (S&T) cooperation between Southeast Asia and Europe. The project supports the internationalisation policy of the EU, the specific objectives of FP7 but also contributes to building the S&T foundation essential to the EU achieving its political, economic and social objectives. The SEA-EU-NET project has and continues to deliver a wide range of measures to increase SEA-EU cooperation amongst academic, industrial and government stakeholders. The SEA-EU-NET project has achieved considerable impact in the following areas:

• establishing a bi-regional dialogue between EU and ASEAN S&T policy makers at the Senior Officials level

• raising the profile of FP7 amongst the Southeast Asian research community as well as increasing the level of Southeast Asian participation in the FP7 programme

• completing detailed analytical work on the current state of EU-SEA S&T relations,  and developing recommendations on how to strengthen the  relationship and feeding these into the official dialogue process extending the dialogue on EU-SEA S&T cooperation to include a wide range of stakeholders

• linking the project outcomes to other existing and upcoming ERA-, INCO-NET, and thematic EU-FP projects thus also facilitating the development of a coherent European-level approach towards international S&T cooperation.
