Southeast Asia – Europe Pilot Joint Call for Mobility in the thematic areas of Environment, Health and Food research is open now!

Type of funded projects:

Europe-Southeast Asian mobility projects with at least 2 partners from both regions in the fields of Environmental studies (climate change, water resource management, smarter cities, biodiversity & energy), Health ((neglected) infectious diseases, antimicrobial drug resistance) or Food (agricultural productivity, sustainability and standards, value chain) research to establish new and strengthen existing networks with multidisciplinary approaches between both regions.

Scope of the projects:

Projects can have a maximum duration of 1 year within which at least two workshops have to be organized (one in each region).

According to the respective national regulations the following funding can be applied for:

Who can apply?

Applications may be submitted by academics, higher education institutions or non-university research establishments and SMEs. Eligibly criteria can be found in the respective national funding regulations.

Consortia that wish to apply for funding of a research project within the above mentioned topics, have to consist of at least two partners from each region.

Countries contributing to the Call are: Austria, Belgium, Cambodia, France, Germany, Lao PDR, Myanmar, The Netherlands, The Philippines, Poland & Thailand,

Partners from other countries than those participating in the Call can join a consortium but have to secure their own funding.

Applicants are strongly advised to discuss their intentions and confirm eligibility with their respective National Contact Points before submitting an application.

Application Process

The application procedure has one stage. Applications are submitted electronically using PT-Outline Web Tool, accessible through this link. Here you can also find the template for the project description and financial plan.

All proposals must be written in English only.

The PT-Outline electronic template consists of four pages (General information, Project coordinator, Project partners and Project description) that need to be filled-in online. In addition, a word document has to be downloaded from the Project description page of PT-Outline, filled-in with the requested information, converted to PDF format and then uploaded again.

The Project description document should contain the following information (max. nr of 7.500 words):

Proposals must clearly demonstrate the added value of transnational collaboration.

All information inserted into the PT-Outline web tool is saved after having clicked on the “SAVE” button at the bottom of each page.

During the proposal submission phase, it is allowed to replace already registered and eligible project partners, or to add project partners to the consortium. Please note that after the binding submission of a proposal (through clicking on the ‘SUBMIT NOW’ button in PT-Outline) no further changes can be made to your proposal.

Evaluation Process

The evaluation process includes the following steps.

Eligibility check

The Pilot Joint Call Secretariat and the National Contact Points will check the eligibility of all submitted proposals taking into consideration the general criteria and the individual national criteria respectively.

The following general eligibility criteria will be checked:

Appropriate length of the proposal
Inclusion of all necessary information in English
Eligibility of the Project Coordinator
Eligibility of the other project partners (in case the Project Coordinator or a project partner is rejected in the eligibility check, the whole proposal will be rejected)
Participation of researchers from a minimum number of different eligible European countries and Southeast Asia
Eligible thematic focus
Reflection of national priorities (if applicable)
Eligibility of required funding

The national criteria are given in the Guidelines for Applicants.

Only proposals meeting all eligibility criteria will be retained for evaluation. Non-eligible proposals will be rejected.

Peer review

Independent scientific experts in the relevant thematic research fields will carry out the anonymous peer review of the eligible project proposals according to evaluation criteria set up by the funding parties. Each proposal will be evaluated by one Southeast Asian and one European peer reviewer. The peer reviewers will be nominated by the Southeast Asian and European National Contact Points in cooperation with the funding parties.

The peer review process can be manages via the online tool PT-Outline if wanted.

The evaluation is done using an electronic evaluation form based on the following evaluation criteria:

1. Scientific excellence and originality of the proposal (0 – 5 points, threshold: 3)

- quality (sound concept and quality of objectives)

- innovative potential

- quality and effectiveness of the methodology

- feasibility (governance, adequate budget, resources, time schedule)

2. Transnational added value (0 – 5 points, threshold: 2)

- cohesion of the proposed research

- level of the collaborative interaction between project partners

- added value of the project consortium

- sustainability of the expected collaboration

3. Scientific excellence of project partners (0 – 5 points, threshold: 2)

- scientific track–record

- publications in scientific journals

- standing of the organisation the applicants belong to

- inclusion of young researchers

4. Multi-/interdisciplinarity of the project (0 – 5 points, threshold: 2)

- research question targets the links between more than one scientific discipline

- project partners come from different disciplines / belong to different scientific fields

5. Potential impact and contribution to the scientific community, expected exploitation of the results (0 – 5 points, threshold: 3)

The evaluation form consists of open text fields to be filled in with written remarks and a scoring system from 0 to 5 to evaluate the proposals with respect to the different evaluation criteria:

0: fails or missing/incomplete information

1: poor

2: fair

3: good

4: very good

5: excellent

Scientific Expert Panel and Programme Steering Committee

The technical secretariat is providing a ranking list of the projects to the Programme Steering Committee (PSC) consisting of one representative per funding party. Taking into account the ranking the Programme Steering Committee (SPC) takes the final decision on the projects to be funded.

The Joint Call Secretariat will inform the Project Coordinators of the outcome of the eligibility check. Project Coordinators should then inform their project partners on the results.
